Project Overview

In 2024, PEMANDU Associates was tasked to assist the Ministry of National Unity (KPN) in developing the Strategic Direction (Hala Tuju) for the MITRA and a comprehensive report detailing all projects/initiatives prioritized by MITRA in alignment with the unit’s True North and strategic vision. PEMANDU’s role was to develop clear implementation plans for all prioritized projects/initiatives detailed with clear KPIs, milestones, and budget requirements.

Problem Statement

PEMANDU Associates was tasked to assist Unit Transformasi Masyarakat India Malaysia (MITRA) in developing a revised strategic direction to implement their vision document proposed by the Malaysian Indian Blueprint and the Pelan Tindakan Masyarakat India (PTMI), which was drafted to socioeconomically uplift the community and break the poverty cycle with alignment to the national agenda. MITRA can only address 7 of 23 PTMI reforms and has yet to fully utilize the RM100mil annual allocation over the years. MITRA must refine existing programs, mainstream the B40 Malaysian Indian community in the Government programs, and incorporate transformative programs, leading to the long-term goal of social mobility in the community.

Approach

4 Weeks

  • True North: Review and re-evaluate MITRA’ scope and objectives vis a vis KPN Minister’s mandate and vision. Establish the True North and Goals of the “Indian Community Intervention Plan”
  • Stocktake exercise: Review all relevant blueprints and policy documents to assess the impact and identify gaps for improvement.
  • Survey and Feedback: Conduct survey with the key stakeholders to obtain feedback on key issues

1 Week

  • Engagement Workshop:Develop detailed implementation plan for the initiatives with the following details:
      • Action plan which includes key milestones, specific steps to deliver results and clear accountabilities.
      • Detailed budget requirements for each initiative / project with implementation plan. 
  • Engagement with Elected Representatives: Conducted a half-day syndication session by sharing the outcomes of the workshop and obtaining their feedback 

 

4 Weeks

  • All outcomes will be consolidated into a final report that includes all implementation plans, insights, and key recommendations as developed throughout the workshop process:
    • Prioritised issues and challenges faced by the Indian community in Malaysia
    • Prioritised projects for the RM100million to be fund the “Indian Community Intervention Plan”
    • Implementation plan with details on milestones, budget, and responsible parties. 

Impact Delivered

Key Outcomes

MITRA proposed allocating RM100mil funds for high-impact, transformative initiatives and critical enablers, namely;

  • Human Capital Development: 10 initiatives impacting ~4,500 beneficiaries, requiring ~RM22mil
  • Entrepreneurship & Career Development: 8 initiatives impacting ~2,500 beneficiaries, requiring ~RM21mil
  • Social Welfare, Spirituality, and Community Development: 10 initiatives impacting 17,712 beneficiaries requiring RM32mil
  • Key Enablers: 7 initiatives requiring RM1.8mil (i.e. establish a National Council on Malaysian Indian to endorse findings & obtain support from Ministries, GLCs, NGOs, and the private sector.
