In 2016, the state government of Andhra Pradesh, India engaged PEMANDU to assist in the identification of initiatives and projects to improve the state’s governance in revenue collection, public procurement and public delivery efficiency – so as to reduce opportunities for corruption.

Problem Statement

The State Government of Andhra Pradesh faced an overarching governance problem involving the existence of vulnerabilities that create opportunities for corruption within these sectors. The need for comprehensive initiatives and projects was evident to enhance the efficiency of revenue collection, public procurement processes, and public service delivery. The primary goal was to mitigate corruption risks and establish a transparent, accountable, and effective governance framework.

Increase efficiency of tax collection

  • Street surveys and VAT registration
    • Door-to-door surveys to be conducted to identify unregistered ToT or VAT eligible dealers 
  • Public campaign to encourage voluntary registration and identify unregistered VAT dealers
    • Conduct public outreach programmes involving toll free hotline for the public, news portals and posters 
    • Cash rewards would be given to the public to identify unregistered dealers

Enhancement of Government Procurement

Establish procurement cell under the Department of Finance 

  • Establish clear government procurement policies, with a single entity to draft/update regulations/guidelines
  • Streamlining and coordinating procurement practices across government bodies via a single entity

Public Service Delivery Improvement

  • e-Services strengthening
    • Back-end automation of critical public services, MeeSeva transformation, and integrated monitoring centres for all police stations to curb corrupt activities
  • Civil service performance enhancement
    • Institutionalise capacity building and performance management for civil servants

Impact Delivered

Key Outcomes

As of 2024, the state of Andhra Pradesh is actively pursuing governance improvements through strategic initiatives. One significant effort involves conducting a comprehensive caste census, where volunteers visit every home to collect caste details. The information will be verified and corrected by the village secretariat system, aiming to address the welfare needs of castes that have been underserved by government schemes.
