In 2023, Miri City Council engaged PEMANDU to conduct a transformation lab aimed at outlining the initiatives for Miri to be a Green, Smart and most Livable International Resort City by 2030. The comprehensive 3-week lab generated plans for 32 initiatives across 10 focus areas and 3 key enablers.

Problem Statement

Miri has traditionally relied on oil & gas, tourism, agriculture and manufacturing as main economic sectors, however needs to update its focus given tourism have been declining even prior to pandemic despite having numerous nature/eco attractions as well as 30 ethnic groups with a diverse culture and heritage offerings.

Hence, Miri engaged with PEMANDU in 2023 to strategise initiatives that would align towards Sarawak’s aspiration to be an inclusive, sustainable and economically competitive state by 2030.

Approach

A 3-week lab was conducted to outline initiatives that would contribute towards Miri’s true north; To be a Green, Smart and most Livable International Resort City by 2030.

Lab Approach

  • Attended by >100 participants from public & private sectors
  • Daily discussions, strengthening business cases and identifying robust targets supported by detailed implementation plans were developed.
  • Feedback from decision makers provided during Mid-Lab Syndication were also taken onboard to refine the initiatives.

Impact Delivered

Key Outcomes
  • The Lab identified RM1.73bil in potential private sector investments from the Tourism workstream, and is expected to create 2,732 job opportunities between 2024 – 2030, benefiting the Sarawakian people.
  • 100% of the council’s services is expected to be digitalised by 2030, and average travel time will be reduced by 30% through the smart mobility focus area by 2030
  • Green urban infrastructure will lead to 80% of waste diverted from landfill, 56% reduction in WM cost and 40% reduction in public lighting electricity bill due to conversion to LED and/or solar energy
