Problem Statement

Prasarana Berhad is a major organisation with many subsidiaries and departments working in silo and this has resulted in chronic strategic misalignment and miscommunication. To combat this, a TMO was set up and its mandate is to steer, coordinate, oversee and assist with the implementation of the Group’s key transformation initiatives. However, it may have lacked resources, capacity and capability to fully fulfil its mandate.

In response to that, PEMANDU was approached to advise on enhancing its project management framework, build capacity and capabilities and develop annual business plans, tools and dashboard to support its transformation agenda.

Approach

Phase 1: Diagnostics (3 weeks)

  • Gap analysis on TMO’s project management framework and ways of working
  • Assess robustness and granularity of annual business plans, implementation plans, KPIs and targets

Phase 2: Workshops (4 weeks)

  • Facilitate workshops to close gaps for annual business plans and implementation plans, as identified in phase 1

Phase 3: Implementation support (13 weeks)

  • Provide ad hoc on-ground implementation support to various departments
  • Refine and operationalise dashboards and other tools to enhance project management framework

Impact Delivered

Key Outcomes
Enhanced TMO’s project management framework and operationalised both TMO and procurement dashboards and it now diligently tracks over 100 strategic initiatives each and is expected to enhance overall delivery by ~10–20% Facilitated workshops for RapidBus and co-surfaced ~5 major “game-changing” infrastructure development initiatives and ~20 initiatives to enhance first-stop punctuality, bus and captain availability and reduce number of bus accidents
