Problem Statement

The Federal Road Agency of Russia, Rosavtodor, faced the imperative task of steering towards sustainable economic growth and an improved quality of life. In pursuit of this goal, the agency has engaged PEMANDU to organize a Strategic Workshop. This wa sessential to streamline the agency’s efforts, define clear objectives, and establish strategic priorities that will propel them toward achieving sustainable economic growth and enhancing the overall quality of life.

Objective of the workshop

  • The BFR Methodology© was introduced to accelerate the execution pace of key development programs to get the maximum impact from investments
  • Types of impact are those towards:
    • Fiscal health
    • Opportunities for the people
    • Political mileage
  • Workshop was also aimed at establishing commitment from the top-level of decision makers to prioritise effort and funding for identified projects that will come at a later stage

  • A seminar was organised for PEMANDU to share the Malaysian experience and tools adopted in implementing the 8-Step Methodology since 2009
