In 2019, the Government of Djibouti engaged PEMANDU Associates to establish a Delivery Unit and conduct labs for the prioritized sectors of
Tourism and Energy. Following a Strategy Direction Workshop with Cabinet Ministers, the labs brought
together public and private stakeholders
for a comprehensive 4-week session.

The engagement came in fruition after the President’s call for a performance management mechanism at
the centre of government, ensuring alignment with Djibouti’s Vision 2035 long-term strategy.
