Project Overview

In 2024, PEMANDU Associates was tasked to assist The Asian Foundation (TAF) and the Ministry of Women, Family and Community Development (KPWKM) in addressing crucial issues related to the nations’ care needs. The lab entailed a comprehensive approach to gather key stakeholders, including the public and private sectors, CSOs and NGOs, to validate existing issues and develop a roadmap for professionalising care workers.

Problem Statement

Malaysia’s population is aging at a significant rate. The proportion of elderly people (aged 65 and above) is increasing, putting pressure on the existing aged care infrastructure. By 2050, it’s estimated that more than 15% of the population will be aged 65 and above. KPWKM, in light of this concerning trend, has embarked on a comprehensive policy development with TAF and PEMANDU on issues that will exacerbate the crisis as well as finding solutions to solve the issues.

Approach

Phase 1: Pre-Lab Diagnostics (2 weeks)

Key activities:

  • Pre-Lab Diagnostics
    • Industry and landscape data gathering and analysis
    • Benchmarking exercise and high-level gap analysis 
    • Development of initial hypotheses and initiatives on strategic priorities 
    • Conduct 1-Day Strategic Direction Meeting with KPWKM to align on strategic priorities, key transformation levers (workstreams), and key enablers 
    • Lab planning (logistics, invitation, facilitator onboarding)

Phase 2: Lab - Problem Solving and Initiative Detailing (2 weeks)

Key activities:

  • Issue Validation
    • Gap analysis and case for change refinement
    • Validation of True North among participants
  • Ideation 
    • Initiative identification 
    • Detailing of initiatives (high-level implementation plan, implementing parties, funding required)
  • Presentation of Findings to KPWKM
    • Presentation of refined case for change, initiatives and envisioned impact of initiatives

Phase 3: Report Finalisation (1 week)

Key activities:

  • Finalisation of Professionalisation of Care Work Final Report
    • Amendment of report according to comments from KPWKM and TAF (if any)
    • Conduct briefing to YB Minister KPWKM and other key stakeholders
