In 2022, the Government of Rwanda facilitated by Rwanda Development Board (RDB) worked alongside PEMANDU to deliver its aspirations through engagements that would complement and accelerate the realization of Rwanda’s Vision 2050 and the National Strategy for Transformation (NST-1) targets

Problem Statement

Rwanda houses one of Africa’s fastest developing economies, growing at an average of 10.8% since 2016, but its economy was negatively impacted by the Covid-19 pandemic, recording 3.4% GDP contraction While Rwanda is still focused on its long-term aspirations to achieve Upper Middle Income by 2035 and High Income by 2050, based on its current trajectory, Rwanda is projected to only become a High-Income Nation in 2077, 27 years after its 2050 target.

In 2022, the Government of Rwanda engaged PEMANDU Associates in developing the Rwanda Private Sector-Led Transformation Programme, in an effort to craft strategies in assisting Rwanda realise it’s aspiration of achieving Upper Middle-Income and High-Income status by 2035 and 2050 respectively.

Lab Approach

  • Labs were designed to generate impactful and fast results through collaborative problem solving and detailing implementation plans that would later be vigorously tracked during  the Implementation Phase
  • Investment projects that contribute towards the targets of NST-1 are assessed and prioritized in the Labs
  • Specified criteria and dedicated star ratings were introduced and assigned to evaluate the readiness of these projects which are required to be: (1) Primarily funded by private investments, (2) Having high GDP contribution (including through reduction of trade deficit), (3) Creating significant job opportunities

Development of strategies and implementation plans for 3 key economic sectors:

  • Agri & Agro-Processing: Increase Exports, Promote Market Oriented Agri-Business and Value Addition Activities

  • Manufacturing: Promote Exports, Boost Production, Stimulate Demand for Local Products

  • Infrastructure & Energy: Accelerate Realisation of Real Estate Projects, Increase Generation Capacity and Green Energy Reliability
