Project Overview
In 2016, PEMANDU was engaged for the Tanfeedh program aimed at diversifying the economy. The initiative, comprising 6 labs and 154 initiatives, identified 121 high-return projects in Wave 1, anticipating a 17.9% CAGR of GDP growth by 2020, and 80 projects in Wave 2.

Problem Statement
- In 2016, the Sultanate of Oman engaged PEMANDU to assist in delivering the government’s plan to diversify the country’s economy. The “Tanfeedh” programme was initiated due to the drop in oil price that has impacted the government’s revenue.
- Coupled with the drop in oil prices in 2016, Oman was in need of catalyst to drive its economy forward.
- Recognising this, Oman initiated the Tanfeedh programme, aimed at unlocking Oman’s non-oil sector.

In Wave 1 where 5 labs were conducted, 121 high-return projects were identified and were expected to accelerate economic growth by 17.9% CAGR of GDP by 2020. In Wave 2 (Fisheries lab), 80 projects were identified and expected to increase the country’s GDP by OMR1.3 bil by 2023 and create 8,000 jobs. Following the labs, an Implementation Support and Follow Up (ISFU) unit, which was modelled after PEMANDU, was established
